Scale rot

Scale rot is a skin/scale infection on the belly — discoloured, blistered or ulcerated scales — usually caused by a substrate that's too wet or dirty, and needing husbandry fixes and often a vet.

It's most common in snakes kept on damp, soiled bedding. Prevent it with clean, appropriately-dry substrate and good hygiene; treat established cases with veterinary help.
